West Lancashire Borough Council (WLBC) is located in the southwest of the county of Lancashire. The area stretches from the outskirts of Merseyside in the south to the River Ribble in the north. It has a population of around 109,500. This is mainly concentrated in the former new town of Skelmersdale and the two market towns of Ormskirk and Burscough. There are mainly rural parishes and villages to the north.
