A government review into the Housing reglator has suggested a retrn to a split between regulatory functions and invetment functions, just a few years after it joined both togather to save red tape.
It is likely to conclude that regulation should be moved out of the HCA into a new regulator, which would have the power to set its own fees and manage its own budget.
