Harrow Council said the cash incentives would only be offered to those tenants already considering moving abroad, and it would be ‘entirely their choice’ if they accepted the offer.
Portfolio holder for housing, Bob Currie, said: ‘Many different cash incentive schemes are being considered in order to free up vital housing stock. Other ideas include incentives to move to smaller homes and into the private sector.
‘Harrow has one of the smallest stocks of social housing in London and it is in high demand. The council would not be doing its duty if it did not consider all sorts of different ideas to ensure we are able to provide the best housing options for our residents.’
The council stressed it had not committed to any scheme but had just presented the idea to tenants.
