Andy Burnham hopes to use £300m of housing cash to buy out private landlords and set up a rent-to-own scheme if he becomes mayor of Greater Manchester. The mayor, who will be elected in 2017, will have responsibility for a £300m housing fund, which is part of a major devolution package for the region.
