What is the TEP?
The Tenant Empowerment Programme allows local authority and housing association tenants to get independent advice, training and information to challenge, influence or control how a landlord provides housing services to their communities. Local authority tenants have a legal right to manage their own homes. Surveys show that tenant satisfaction is usually higher where tenants manage or have community ownership of their own housing. Use the links to follow the highlights. the TEP is being used to promote tenants taking over whole or part of housing or estate management on their estate. Some tenants take over most management responsbilities, with the homes remaining in the ownership of their landlord; others take on small management ontracts, like City West in London, who took over the management of the grounds outside their homes.
