The Government’s Home Affairs Committee published its report on the draft Anti-social Behaviour Bill on 15 February, recommending that victims should be guaranteed help if they have complained more than five times.

The committee claims the Government’s new ‘community trigger‘, designed to replace ASBOs, ‘will not be effective against persistent anti-social behaviour (ASB) unless there is a national limit on the number of complaints that can be made before action is taken. There must be a guaranteed response to ASB and it must not depend on where you live.’
