Professor John Hills, leading an independent review into the nature extent of fuel poverty, has released an interim report that warns of an estimated 4.1 million households facing fuel poverty by the end of this year as a result of high fuel costs – using the definition of having to pay over 10% of household income on fuel to reach an adequate standard of warmth.
