Two housing associations and a contractor have joined forces to form a 17,300-home group in the north west.
City West Housing Trust has merged with Villages Housing Association and For Works – its former direct labour organisation (DLO) – to form For Viva.
The group will spread Salford-based City West to reach Knowsley and Oldham, where Villages is based.
